The Central Business Improvement District, the area referred to as "Downtown",
occupies a 6.5-square-mile area that extends from the Tennessee state line (west) to Danny
Thomas (east) and from Interstate 55 and Crump (south) to the Wolf River (north). It also
incorporates an eastern leg, commonly known as the Medical District, which extends from
Danny Thomas (west) to Watkins (east) and from Linden (south) to Poplar (north).
Established by the Memphis City Council and managed by the Center City Commission, the
Central Business Improvement District is an area designated to receive improvements,
projects, and services funded through a special assessment on commercial properties in
the district. Eligible commercial properties are assessed at a rate of 65 cents per $100
of assessed valuation (40 percent of the property's appraised value), with the first
$25,000 of appraised value being exempt.
Funds from the annual assessment are used to provide real estate development incentives,
low-interest loan programs, technical assistance, professional planning, promotional
support, design assistance, public improvements, and business recruitment and retention.
Funds are also used to address traffic management, parking, maintenance, security, and
other public issues.
