development incentives
The Center City Commission (CCC) facilitates Downtown development by creating partnerships to implement projects and by administering financial incentives that can help lower the costs of Downtown development projects. The CCC realizes that Downtown development can be more costly and complex to achieve due to difficulty in land assembly, higher land costs, and other hidden costs due to infrastructure and environmental issues. We attempt to mitigate those higher development costs by offering a range of financial incentives, including:

PILOT Program - Improve or stabilize your property through building renovations or new construction while freezing your real estate taxes at the current, predevelopment rate.

Development Loan Program- Borrow up to $90,000 for structural building renovations to improve or stabilize your property.

Historic Tax Credit Program - Earn federal tax credits for rehabilitating certain commercial historic properties.

Retail Incentive Fund - A program designed to assist new retailers obtain short-term working capital, inventory or tenant improvements.

Bond Issues - Use tax-exempt bonds for public development projects or taxable bonds for private development projects that may serve a public purpose.
