Streetscape Master Plan Moves Forward


Streetscape Master Plan A Streetscape Public Meeting was held recently for businesses and property owners located near Court and November 6th streets to discuss Phase I implementation of the Streetscape Master Plan. Center City Commission staff, property owners, local architects and engineers finalized a starting period for breaking ground as well as days and hours of construction. Weekday construction from 7 am to 5 pm is projected to begin Fall 2003.

The Center City Commission, engineering specialists from Tetra Tech Inc. and landscape architects from Ritchie Smith Associates are spearheading the Streetscape Plan. Design elements include cobblestone paving, improved drainage systems, mounted lighting, and replacing November 6th St. alley, nearby trees in Court Square, as well as sidewalks on 2nd Street, South Court Street, and North Court Street. Design plans have been set and two construction phases were developed to minimize disruption and disturbance for nearby property owners. This fall, crews will begin Phase I of construction.

The construction will affect the following areas:

  • South Court Street- between Main and 2nd Street
  • November 6th St. alley- between South Court and Monroe (At all times, access for deliveries and other traffic will be maintained on the November 6th St. alley)
  • 2nd Street Sidewalk- between North Court and South Court on the west side.

    The Center City Commission will release a bid package within this quarter requesting contractors for this project. Construction is expected to take 6-8 months for completion.

    New Historic Tax Credit Program helps smaller projects

    Historic Tax Credit New Orleans based Tax Credit Capital, LLC has partnered with the Center City Commission in an effort to help developers of historic properties generating under $2,000,000 in federal tax credits. This new financial incentive, known as The Small Deal Fund , provides a standard deal that maximizes efficiency and lowers closing costs by offering standard documentation, a pay-in structure, and a streamlined due diligence process.

    Although a Historic Tax Incentive Program has been in effect for more than 25 years, the program proved more beneficial for larger projects than smaller development ventures. Federal Historic Preservation Tax Incentives benefit private investors who rehabilitate commercial, historic properties by reducing the amount of income tax owed by the property owner.

    Tax credit programs apply to projects designated as a rehabilitation of a certified structure by the Secretary of the Interior. Certified structures are buildings listed in the National Register of Historic Places or buildings located in registered districts and certified by the National Park Service as contributing to the historic significance of that district. The Small Deal Fund opens the market to developers smaller of historic sites.

    Historic Winchester Building Gains New Ownership


    Historic Winchester Building Four representatives from Crye-Leike, Inc. purchased the six-story historic Winchester Building, located at Third and Madison.

    With renovation plans totaling $220,000, the company plans on opening an office in the 101-year old historic site. The new office will staff nine people and provide full real estate services with an emphasis on property management.

    The company has management contracts with seven downtown owners associations and property owners. The building was purchased for $1.3 million from a limited partnership whose principals are Dean Jernigan and Willard Sparks. The ownership group received approval last month to assume the remaining six years of the 25-year PILOT issued by the Center City Revenue Finance Corporation in 1984 when the building underwent extensive renovations.

    The four investors in Scimitar LLC, the firm that purchased the building, include Tony Fletcher, president of Crye-Leike Property Management; Dick Leike, co-founder and president of Crye-Leike Inc.; Chet Whitsitt, vice-president of Crye-Leike Inc.; and Collins Mikell, property manager for Crye-Leike Property Management.

    Crye-Leike is spending $60,000 in tenant finish to its 1,500 square-foot office as well as $160,000 on renovations of the copper canopy, wrought iron exterior, elevators, and inside lobby.

    Harbor Town Landing Reaches Completion


    Historic Winchester Building After 14 years of development, Memphians are watching as the final phase of Harbor Town comes to fruition. Located in the heart of the commercial district, Harbor Town Landing consists of 89 homes overlooking the marina. The Landing offers four different styles of homes: Portico offers 21 luxury condos with all amenities. The Beacon building, which also offers 7,000 additional square feet of commercial space, provides urban loft style condos with small town charm. The Regatta boasts traditional one and two bedroom condominium homes with large balconies overlooking the marina. And the Cottages are twelve paired townhouses that also feature views of the Memphis harbor. These two bedroom cottages stand on stilts overlooking the Harbor Town Marina. Portico residents are moving in now and the Regatta, Beacon & Cottages are all pre-selling.

    SAVE THE DATE! The Center City Commission's Annual Meeting and Luncheon will be held on Thursday, June 26 from 11:30 am - 1:30 pm at the Cannon Center for the Performing Arts Ballroom. For more information, contact

    Dan's Deli and Grille, located at 22 S. Main, (formerly Obleo's) will be opening June 15.

    Empire Coffee Company will open at 2 S Main St in the former location of The Map Room. Owner John Gasquet plans to offer various coffees, espressos, and a no-smoking environment. Empire Coffee also plans to feature Internet access, a walk-up window and possibly a restaurant downstairs.

    Congratulations! The Madison Hotel, located on 79 Madison Ave., has been awarded three prestigious awards since its opening last year in downtown Memphis. The small luxury hotel received the Four Diamond Award from the American Automobile Association, which is presented to only 4 percent of the 44,000 hotels and restaurants it rates. It also received the Connoisseur's Choice designation and was named A Small Luxury Hotel of the World in the 2003 edition of the annual Connoisseur's Guide to the World's Best Resorts and Great Hotels. The Madison Hotel received both a PILOT and development loan from the Center City Commission.

    The Comfort Inn Downtown, located at 100 North Front Street, was recently awarded the Platinum Hospitality Award from Choice Hotels International, franchisor of the Comfort Inn hotels. The Platinum Hospitality Award, which honors the top 1 percent of hotels in the Choice Systems, is only awarded to hotels that not only demonstrate extraordinary service and facilities, but also achieve at least a 98 percent on a quality assurance review in all departments.

    Plans for the redevelopment of the Rhodes Jennings and Court Annex buildings are moving forward. Now, the Lincoln American Tower is being added to the project. The new development will be called Court Square Center. According to information provided by developers, CGI & Partners Court Square Center, LLC, "three landmark buildings occupying an entire city block, will be transformed into a complex of striking design, craft detailing and openness, for use as residential, commercial loft and retail space." The Center will also include a three level, secured underground parking garage.
