Request For Qualifications (RFQ) - Construction Manager at Risk (CMAR)

The Downtown Memphis Commission (DMC) is soliciting proposals for qualified companies to provide Construction Manager-at-Risk (CMAR) services for a grant-funded project in connection with the design and construction of the Downtown Public Infrastructure Improvement Project. The selected CMAR will assist the DMC with routine and customary CMAR services described below. Procurement of the CMAR will be based on their qualifications and experience on similar projects, qualifications of personnel to be assigned to the project, approach for establishing the fee, and the additional criteria set forth in the RFQ. 

This initiative will deliver targeted infrastructure improvements across the Beale Street Historic District and FedExForum corridor. The project includes improvements to lighting, pedestrian and bicycle infrastructure, security systems, and traffic management in high-activity areas. Together, these investments will support daily use, large events, and long-term economic vitality while maintaining a safe and accessible environment throughout construction.

RFQ Important Dates 

  • RFQ Issued: December 22, 2025
  • Pre Submittal Conference: January 7, 2026 to 9:00am - 10:00am (In-Person Meeting) 
  • Questions Due Date: January 14, 2026 - Please direct any questions in writing to Brett Roler via email at roler@downtownmemphis.com by January 14 at 3:00pm. 
  • Submissions Due Date: Deadline has been extended to January 30, 2026. All statements of qualifications must be submitted to the DMC by 12:00 PM on January 30, 2026.  (Deadline was extended due to weather) Respondents must submit a digital PDF of the entire submission via email to  roler@downtownmemphis.com prior to the deadline described above. Please limit submissions to a maximum of 30 pages.

The Downtown Memphis Commission evaluated all responses in accordance with the scope of work outlined in the Request for Qualifications.  DMC hereby announces its intent to award the contract for the referenced services to the selected vendor.
